Thinking About Canadian Citizenship? Start Here

May 15, 2025

Canada Citizenship Week (May 26 to June 1, 2025) is a time to celebrate what it means to be Canadian and to reflect on the values of inclusion, diversity, and shared community that define our nation. At MOSAIC, we’re proud to stand alongside newcomers and immigrants as they embark on their journeys toward Canadian citizenship.

Becoming a Canadian citizen is a meaningful milestone. It grants the right to vote, run for office, carry a Canadian passport—ranked among the strongest in the world—and live in Canada permanently without the need to renew your PR card. While the process takes effort, it’s absolutely achievable with the right resources and support.

Whether you’re just starting your application or looking for resources to prepare, this guide has you covered.

Who Can Apply?

Before applying, make sure you meet the following requirements:

  1. Permanent Resident (PR) Status

You must have valid PR status in Canada and must not be under review for immigration concerns or fraud.

  1. Physical Presence

You are required to have physically resided in Canada for at least 1,095 days (3 years) within the past 5 years before applying.

  1. Income Tax Filing

You must have filed Canadian income taxes for at least 3 years during the last 5 years, if required under the Income Tax Act.

  1. Language Proficiency

If you’re between the ages of 18–54, you’ll need to prove knowledge of either English or French. A Canadian Language Benchmark (CLB) level of 4 or higher is required, and proof could include language test results, school transcripts, or certificates from language programs.

  1. Pass a Citizenship Test

Applicants aged 18–54 must also pass a citizenship test. This test assesses your knowledge of Canadian history, geography, values, laws, government, and the rights and responsibilities of citizenship.

  1. No Prohibitions

You cannot apply if you are under a removal order, in prison, on parole, on probation, or have been convicted of certain criminal offenses in the past several years.

  1. For Minors (Under 18)

Minors must also be permanent residents, and a parent or guardian must apply for them.

How to Apply for Canadian Citizenship

Applying for citizenship involves several steps. Here’s a breakdown to help you stay on track.

  1. Choose How to Apply

Most applicants can now apply online, but some situations require a paper application. For example, if you’re applying as a crown servant or have a representative completing the forms, you must use paper forms.

  1. Complete Your Application

You’ll need various essential documents, including your PR card, passport, tax records, language test results, and proof of physical presence in Canada. Once ready, fill out the application form carefully to ensure no mistakes.

  1. Pay the Application Fee

The fees are the same to apply online or on paper:

  • Adult (18 or older): $649.75
  • Minor (under 18): $100

* No matter how you apply, pay your fees online and include the receipts in your application.

  1. Submit and Wait

The current processing time is approximately 10 months. This includes reviewing your application, scheduling your test and interview, and completing the citizenship ceremony.

If your application is urgent due to special circumstances, you may request expedited processing.

Prepare for the Citizenship Test

The citizenship test is an important part of becoming a Canadian citizen. It’s designed to confirm your knowledge of Canada’s history, values, institutions, and responsibilities as a citizen.

Key Details of the Test:

  • 20 multiple-choice or true/false questions
  • Time allowed: 45 minutes
  • Passing score: 15/20
  • Language options: English or French

Before taking the test, you’ll receive a Notice to Appear by email with your test details and personal ID code. During the test, you’ll need to show ID, agree to privacy terms, and complete the test within 21 days.

Use the Government of Canada’s official guide to prepare, available in text, audio, and printable formats.

Join a Workshop at MOSAIC

Our Citizenship Preparation Workshops are designed to guide you through:

  • Understanding eligibility and avoiding common mistakes
  • Learning how to complete the application
  • Studying for the citizenship test
  • Navigating the test platform and digital tools
  • Knowing what to expect at the oath ceremony

Led by knowledgeable facilitators, these sessions offer personalized help and a supportive learning environment.

The workshops are organized by the Newcomers and Community Building Program (NCBP). This program offers both one-on-one and group support to help ease your transition to life in Canada through educational workshops and community-building activities.

The Oath Ceremony

Once your application is approved and you pass the test, you’ll be invited to an in-person or virtual citizenship ceremony. It marks the culmination of your efforts and the start of your new chapter as a Canadian citizen.

During the ceremony:

  • You’ll recite the Oath of Citizenship
  • You’ll officially become a Canadian citizen
  • You can celebrate this important moment with family and friends

If attending virtually, ensure you have stable internet access, a camera, and the invitation details sent by the IRCC.

Welcome New Citizens

Citizenship ceremonies are usually open to the public. Consider attending one to welcome and celebrate with Canada’s newest citizens. These events are inspiring opportunities to hear diverse stories and reaffirm a shared love for our country.

In British Columbia, citizenship ceremonies are held in Vancouver and Surrey. Find a citizenship ceremony in your area.
