This pilot program is designing, testing and evaluating an integrated approach to help eligible refugees with lower English proficiency enter the labour market and build self-sufficiency through a combination of employment preparation, occupational language and skills training, employer engagement, work experience, and job search support.

The program is designed for refugees who may not be able to access existing employment services because of lower English proficiency. Participants receive employment preparation alongside occupational language and skills training, with supports tailored to the barriers they face when seeking work.
Access settlement and wellness support throughout the program, including help with navigating services, managing barriers, and preparing for employment.
The program engages employers to gather hiring input and identify employment opportunities. Participants receive support to prepare for employment and connect with job opportunities that can contribute to sustainable labour market integration and self-sufficiency.
MOSAIC is delivering two pilot cohorts. SRDC is supporting research, program design, and evaluation. Findings from the pilot will help identify effective approaches to employment support for refugees with lower English proficiency during their first year in Canada.
